1.0    Overview of Services

 SEC has experience in providing services to a wide variety of clients including large industrial corporations, real estate companies, lending institutions, major oil companies and law firms.  SEC provides timely and cost effective consulting services with emphasis on client service and value.  This is accomplished by strategically approaching all projects through defining the goals of our clients and managing the scope of work to achieve these goals without compromising quality or value.

 Understanding our client’s goals and objectives is our number one concern as the best solution to an environmental project is the technically correct solution that also fits our client’s business objectives.  At SEC, our clients’ needs come first.

2.0    Property Assessment Services

2.1       Phase I Environmental Site Assessments

 SEC performs Phase I Environmental Site Assessments (Phase I ESAs) following the ASTM E-1527-05 standard.  This standard was prepared by the ASTM Environmental Committee to establish the technical requirements to meet the U.S. EPA All Appropriate Inquiry (AAI) rules for property due diligence.  The AAI rule was finalized in 2005 as a result of the 2002 amendments to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), which required U.S. EPA to develop regulations establishing standards and practices for conducting AAI prior to a property purchase.  The scope of work for Phase I ESAs can also be modified to meet individual client’s needs including the addition of non-scope business risk items including asbestos, wetlands and others.

2.2       Asbestos Surveys

 SEC provides comprehensive asbestos evaluation services by an Ohio Licensed Asbestos Hazard Evaluation Specialist.  Asbestos is typically a concern when demolition or remodeling of an existing facility is anticipated.  Asbestos can also be a future liability even if a change in site usage is not planned.

2.3       Phase II Environmental Site Assessments

 SEC has extensive experience in the performance of Phase II Environmental Site Assessments.  The purpose of a Phase II ESA is to collect data from soil, surface water, groundwater or other media to evaluate recognized environmental conditions (RECs) identified during a Phase I ESA or from other information.

 Phase II ESAs performed to evaluate subsurface soil and groundwater conditions are performed using conventional hollow-stem auger drilling equipment, pneumatically driven sampling equipment, excavating equipment and hand sampling equipment.  SEC utilizes this range of sampling equipment to obtain data regarding subsurface geology and hydrogeology and to collect soil and groundwater samples for field screening and analytical testing.  SEC follows accepted industry standards for quality assurance/quality control during drilling, monitoring well installation and sampling including equipment decontamination, sample preservation and the generation of chain of custody records for samples submitted for analytical testing.

 SEC also has experience in the evaluation of analytical data and determination of applicable action levels for the contaminants of concern.  SEC can provide an accurate picture of the potential need for site remediation to meet applicable standards and an estimate of the associated costs of available remedial alternatives.

3.0    Environmental Permitting and Regulatory  
         Compliance Services

 In today’s highly regulated business climate, industry must comply with a wide range of ever evolving regulations.  SEC has the experience and capabilities to provide clients with a wide range of permitting and regulatory compliance services.  Regulations impacting industry vary from the handling and storage of hazardous materials and wastes to the permitting and treatment of air, wastewater and storm water discharges. 

 Facilities must meet the requirements associated with storm water runoff, bulk oil storage, state and local air agency permitting requirements; Federal Clean Air Act permitting requirements; and state and local wastewater pretreatment requirements.  SEC provides services to maintain compliance with the wide range of regulatory requirements.  A few of these services include:

Ø Storm Water System Mapping, Discharge Permitting and Sampling, and Pollution Prevention Plans;

Ø Spill Prevention, Control and Countermeasure (SPCC) Plans and required updates;

Ø Storm Water Pollution Prevention Plans for Industrial and Construction activities.  SEC has a Certified Professional in Sediment and Erosion Control (CPESC) on staff and can meet the Ohio Department of Transportation requirements for SWP3s.

Ø RCRA Contingency Plans

Ø Air Permit-to-Install/Permit-to-Operate (PTI/PTO) Applications; and

Ø Wastewater Pretreatment System Design, Permitting, Sampling and Analysis.

  

4.0    Underground Storage Tank Services

 SEC provides comprehensive underground storage tank (UST) consulting services and is knowledgeable of the Ohio Bureau of Underground Storage Tank Regulations (BUSTR) requirements.  SEC is experienced in performing projects ranging from closure assessments for the permanent closure of USTs to the full-scale design and implementation of site remediation due to releases from UST systems.  SEC has experience in designing cost-effective solutions for site remediation incorporating risk-based corrective action along with a wide range of active remediation technologies including enhanced natural attenuation, soil vapor extraction, vacuum enhanced groundwater recovery, air sparging, groundwater pump and treatment, and others. 

 SEC can also provide assistance with the submittal of claims packages for reimbursement for remediation costs from the Ohio Petroleum Underground Storage Tank Release Compensation Board and other state reimbursement programs.  Our experience will aid in maximizing the amount of reimbursement under these programs.

5.0    Site Remediation Services

 As mentioned above, SEC has the experience required to provide high quality and cost effective site remediation services.  The key to selecting the most cost effective site remediation solution is to first determine the least conservative clean-up objective for the site through the use of existing standards or risk based clean-up calculations.  Ohio accepts clean-up goals established through the performance of risk based approaches using exposure scenarios and available toxicological data.  A risk-based approach may result in significant cost savings versus using existing standards.

 Following the determination of clean-up goals, the best remedial solution for a site can be determined by performing a life cycle cost analysis for the feasible remedial alternatives and by determining the client’s business goals with respect to the investment in a remedial program.

 SEC has experience in evaluating, designing and implementing a wide variety of remedial technologies from conventional excavation and disposal to insitu remediation.  Remedial technologies routinely evaluated include groundwater pump and treatment, soil vapor extraction, vacuum enhanced groundwater recovery, air sparging and bioremediation.  SEC also has the equipment and capabilities to perform pilot testing to verify the effectiveness of a remedial technology and obtain the data necessary for effective full-scale implementation. 

SEC can prepare plans and specifications for full-scale remediation and provide construction management and system operation and maintenance services.  SEC also can obtain the air and water discharge permits and construction permits required prior to the implementation of site remediation activities.

6.0    Geotechnical Engineering Services

 SEC routinely performs geotechnical subsurface investigations and provides geotechnical engineering recommendations for site development projects ranging from small churches and office buildings to large retail and industrial developments.   SEC also performs geotechnical investigations for landslides and provides engineering recommendations including the design of a variety of retaining wall systems. 

7.0    Insurance

 SEC maintains liability insurance policies including professional liability, comprehensive general liability and commercial automobile liability insurance.  These policies provide protection to our firm and our clients for claims arising from services provided.  Further details regarding professional and commercial insurance are detailed in our general terms and conditions provided to clients for review prior to all projects.
